When a population is faced with a disaster or armed conflict, national respondents and frontline workers are the first to respond, and therefore investment of resources in local capacities is our principled action for sustainable humanitarian aid. We do not respond on behalf of local actors, our local actors lead the emergency response, and we make possible that financial and technical resources are under the disposal.
